How do I recover from iOS upgrade instalation?

I upgraded my 3GS iOS to 5.01 as recommended on my phone by Apple, and after booting, it just cycles through the unlock screen and the battery screen endlessly. Tried restoring--same problem. What now?

I'm not familiar on how to do this. Where do I go to find the IOS files. This is so frustrating not being able to connect to WiFi when AT&T charges such a heavy amount of $ for their data plan! Please help. Since I upgraded to 5.01, my WiFi is grayed out completely.
