Trying to use Voice Dictation of the New ipad in a corporate enviornment, however it will not work through a web proxy. Is there a way to do this?

I have the same problem. But restoring iOS 5.1.1 did not help in my case.
Do you use dictation on your Computer with Mountain Lion aswell?
And where do you live?
Since Apple's voice dictation relies on Apple servers and a good internet connection you might be better off at looking at any connectivity, proxy, and firewall issues first.
connectivity is perfect
proxy and firewall do not exist
dictation is working fine with my iMac
and I have a feeling that Apple is having a problem with that server since Mountain Lion was released

It appears that if you are running through a proxy, you have to allow a specific IP (or IP range) for the Nuance servers. When you use Dragon for your iOS device, it tries to phone home. I allow this and it automagically starts working.
