Are you asking for a Ukrainian QWERTY/Ukrainian Phonetic keyboard layout to add to your OS? If you can't find one with a Google search, it is pretty easy to make it with

You will need to do Save As and then delete the .txt from the end of the file name before installing.
This was made with ukelele (and can be modified if you want to change anything). It toggles between a US keyboard and a phonetic Ukrainian keyboard with caps lock. It is by far the easiest keyboard out there.
