Some areas of tech support seem to provide tech support using online chat.  What you should do is start here

Use the Express Lane option for the appropriate area.  Go through the screens to further specify the issue you have.  You will be presented with contact options.  If available for that type of issue, chat will one of the options.

That's true, but if you're wishing for a actual chat with an apple expert just go to google search up how to chat with apple and click the second link... It's the way I found it

My ipod 5 gen charger will not charge my ipod anymore, It was perfectly working yesterday and I went to turn it on today and it wasnt working. I tried different usb plugs and none worked.

I did what you said and there is no way to actual get a window where i can instant message a apple tech what do i do please help my phone is stuck with an itunes logo and a picture of acharger. it wont let me do anything...

If the iPhone is actualy "stuck" (not responsive), you should to a Reset (restart).
