It is now useless as a phone as it wont read sim cards anymore. I quized him and he says something about the ipad baseband he put on it and he cant take it off. In short can Apple fix this?

The only fix for the iPAD Baseband would be if in the future, Apple releases a IPSW Firmware for the iPhone 3GS with a baseband higher than the iPAD version which is 6.15.00 or something similar. This future baseband then would be higher in numerical sequence, and thus update the baseband, overwriting the crippling effects of the iPAD baseband on the iPhone 3GS.
