I need to change the phone number format. Changing regional settings and international settings has no effect. The format is always xx xx xx xx xx and I need xxxxxxxxxx.

For example, if I select "Luxembourg" in regional format, the Iphone displays the phone number format as 4085551212, but my numbers are displayed as 40 85 55 12 12.

what are you going to do changing that format? little bit confused.
I go to settings\general\international\Region format.
When I change the country, the example showed below the stting menu are good (ie no spaces in the number when Luxembourg selected) but the phone numbers in my Contacts app don't have the good format. They have the french format, whits spaces between the numbers.
