are you an Apple representative? If so here my findings.
I signed up with 2 mobile Data Plan here in Malaysia:
1- with Digi, since March last year for my iPhone 4
2- with Celcom, since about late August last year for an "alternative" OS tablet.
I have always interchangeably used both iPhone (Digi) and the "alternative" OS tablet (Celcom) to tether internet connection from each device respectively. Thus the notion that Digi and Celcom does not support the Personal Hotspot feature is errornous.
Now, I was the first in line to queue for the New iPad, that's how enthusiastic I was to get my hands on it, one reason being that, the Personal Hotspot feature is very important to me.
I am disappointed as well to learn that the New iPad, did not show / reveal the Personal Hotspot menu, in any of the Settings sub-menus available.
I have swapped both microsims (Digi and Celcom) into the New iPad and it does not seem to change anything. the Personal Hotspot menu is still missing.
Both micro sims worked just fine when i set personal hotspot from the iPhone 4. That rules out Digi and Celcom having any interventions when it comes to the availability/ support of the Personal Hotspot feature. It drills down to one factor, Apple through it's iOS 5.1, did not live up to it's promises as advertised during the launch/announcement of the New iPad. I still have the video as evidence.
I have reset my network settings, i have restarted the New iPad...nothing seems to bring the Personal Hotspot menu back. Nothing seems to be bringing the Personal Hotspot menu as it is reflected on the iPhone 4.
I am writing to you now on my Mac OS X Lion connecting wirelessly to my iPhone 4 (Digi).
I judge that this is by now a known issue, so my question is, how soon can you fix this?
