How do I register my numbers with iMessage?

What numbers?
iMessage works off an AppleID/email address on the iPad, as the iPad doesn't have a phone number.
You can add others in Settings > Messages > Receive At

Its the way all iOS devices work. What happens when you go to that location?
Settings->Messages->Send & Receive You can add email addresses there.
You can only have a cell number if you have an iPhone associated with your Apple ID. As the number would be that of the iPhone.
Otherwise you are limited to email addresses.
