No I get some thing else, do I need to copy paste you what I get or I need to configure something else?
Let's see what you get, also try the Traceroute tab with that pop3.live.com so we can see how far it gets.

Whew, I can't see anything wrong.
Just checking, the Account type couldn't be IMAP or something besides POP could it?
I dont know to be honist, I have checked my logg in name and password its OK, have also checked the mail doctor again it shows a red dot on hotmail and gmail accounts with detail as follows:
trying to log in to SMTP account failed. verufy the user name and password correct. and its correct!
I dont know whats going on!
Hmmm, SMTP is for sending Hotmail, which works, right?
pop3.live.com is for Receiving Mail, which is the part you can't do?
So, Mail>Preferences>Accounts>Hotmail>Account info tab, Incoming Server isn't smtp.live.com... right?

Very strange, I'm mulling but hopefully some other helper drops in.
I forget, did I ask if you had any anti virus stuff running>
NO anti virus staff running.

Go here and fill out the "Internet Service Provider off-network outgoing (SMTP) mail server settings" section
when you contact your ISP. Then enter these settings where they tell you.
Hope this helps.
