App Store Volume Purchase Program Error

We have been trying to purchase apps through the App Store Volume Purchase Program site for over a week. When we log in and select the quantity of apps we want and click "Buy", we receive the error message:

"We are currently experiencing technical difficulties. Please try again later."

I have called customer service, submitted a Fast Lane inquiry, and no one knows or can say what the problem is.

Anyone else having the same issue? We have purchased apps in the last few months with no problems.

Check your proxies, filtering, and firewall logs. Set your browser to the lowest security settings. Turn off pop up blocking . When you open the education store now it redirects to another page with this message: "This web page is being redirected to a new location. Would you like to resend the form data you have typed to the new location?". If this is being suppressed due to a security setting in your browser or there is an https 443 setting in your firewall that is set to the highest level you won't get anywhere. You could try the store from home or a non work location and see if that helps/

I'm having exactly the same problem -- the quick flash to store for a second and then spinning. Tried Firefox, IE, Safari. I have no proxies or filtering, no popup blocking, accepting all cookies. I've tried the store from both home and work; same results. This has been happening for a few days this time around. I also happened for a few days in late March.

Is anyone at Apple working on this?

I can verify that Firefox version 12 is still claiming that there are technical difficulties after I Log in, find the app, enter my quantity, click "Continue" and once I hit the final "Buy" button, that is when I get the Technical Difficulties message.

At least I am no longer seeing a blank page that just tries to keep loading.

I tried the same proces using Safari 5.1.5 (on the same computer at work) and it worked fine.

I tried Firefox version 12 on a differnt computer (at home) and it worked.

At least I have a work-around using Safari. Firefox on my work computer used to work fine. It is possible I installed some plug in that messed it up, or an update that maybe broke it. It is also possible that the last lime that it did work was an earlier version of Firefox, but I believe the OS version was still the same. The computer having the problems is running 10.6.8.

I've done 3 different computers, and firefox, chrome, ie and safari on each. I've gotten both blank page and the "technical difficulties" page on all. Occasionally, it goes through. I think it's random when it goes through vs when it doesn't. I cannot find any correlation with browser or computer used. I'm quite frustrated since it is impossible to run iPad classes if the app-buying process is this flaky. I'm running iPad pilot classes and this attitude by Apple is really making me question whether the school as a whole should NOT adapt iPads.

What versions of the browsers and computers are you using? I see that you mention IE. Are you on PC's? I think there might be two different problems that have gone on recently. I think the "blank page" isse was on Apple's end and perhaps that is what they have admitted to (and possible fixed) since I have not seen the blank page issue in a while.

The Technical difficulties error may be related to the browser version and.or computer version, since I can replicate the problem and also have it work for me on the same computer using two different browsers (Firefox-no, Safari-yes.)

I will continue to test with browsers and computers, but unfortunatly, I do not actually purchase that many paid apps through VPP. Most of my apps are free, since I am in a school so my testing process is slow waitning for the need to buy an app.

Our school has been experiencing this and other problems with the VPP since June. it is very frustrating and Apple offers very little support. Currently we cannot even sign in to the VPP. Even though we use the username and password that worked previously, we cannot get 'in" to the store. Therefore we cannnot buy app codes, therefore we have 40 iPads with nothing but the default apps loaded on them. School starts Monday. There will be a lot of disappointed teachers and students if we don't get this solved. Does anyone have any ideas?
