For photos that were originally synced from a computer you will need a third-party app such as Simple Transfer which can copy them off via your wifi network. But as photos are 'optimised' when they are synced to the iPad, any that you then copy back to a computer may not be exactly the same as they originally were on your computer.

If you want to change the order of photos that you synced to the iPad from your computer then you need to do it on your computer and then re-sync them : iPad photo sorting. Once the photos are in an album on the iPad you can't change their order.

You can also create new photo albums directly on the iPad if you have iOS 8+ on it via the Edit button at the top right of the album selection screen, and the photos that you copy into those albums (you can't move you can only copy) will be sorted by the order that you them into them i.e. if you add a new photo to the album then it should appear as the last one.

You are suggested to use iPhoto to download photos from iPad to Mac:

1. Connnect iPad to Mac and unlock iPad.
2. Launch iPhoto.
3. To import all the photos from your iPad, click the Import All button. To import only some photos, press the Command key while you click each photo you want to import, and then click the Import Selected button.
