Yes you can!
Create individual test boxes for each letter. Then create a line or circle in the shape that you want your text to follow. Then hold down the command key and tilt each letter boxes until you have reached your final goal!

Update: The free version does not allow arching/curving text.
Probably want to group all Text boxes when done, so that the individuals don't wander off.
How does that CURVE the baseline?

Pages won't do it but you can use Art Text 2. Thre is also a free version.
