How to Check the /etc/resolv.conf file?

I am trying to figure if my manually provided DNS addresses are higher priority than DHCP.

In reference to this thread:

it mentions: "a check of the /etc/resolv.conf file generated by Mac OS X shows that in fact user-provided DNS addresses will supercede any provided by DHCP."


How, exactly, do I check this "/etc/resolv.conf file" mentioned here?

I am not to technical when it comes to these things.
