How can I reset my iPad back to factory settings and start over like it is new?

Settings>General>Reset>Erase all content and settings. That will set it back to factory settings and you will have to set it up all over again.

Thanks Demo. So this will allow me to turn on ICloud and get MY stuff instead of my husband's (who set my new pad up using HIS ID and info)?
If you backup with iCloud, you can restore from an iCloud backup when you set up the device as new. But before you erase the iPad, if you have not been backing up with iCloud, then this will not work.
If your husband has been using the iPad as his own - his content, Apple ID, etc. - you can download all of your purchased content again from iCloud when you set it up - but I'm a little confused as to whether you actually have an iCloud backup or if you just want to download your purchased content again.
There is a difference between the two processes.
