Via FTP or Publish to local folder:

User uploaded file

You will need a new Web Host. The host that I personally use is ix webhosting. Their customer service is awesome there has been 1 or 2 issues regarding toll free phone support for those out side the US. But, any small issues I have had they have resolve in real short order.

I have my domain names with godaddy but host with IX Webhosting which has worked well for me. Host Excellence is another good web host and people seem to be pretty happy with rage web hosting as well.

How you publish your website will depend on what version of iWeb you have.

iWeb '09 (3.0.4) you can publish to an FTP Server or a local folder

iWeb '08 you can publish your website to a local folder

When publishing your website to a folder you will then need to upload your website with an FTP progam like CyberDuck.
