itunes does not recognize my 2nd generation ipod shuffle. I can play songs I had already loaded
but I cannot remove those and add others.

How exactly are you trying to add more songs or remove from the device? Via the sync process or by manually managing the iPod's contents? Is this the computer you normally sync the iPod Shuffle with?
