Last week there was this security alert urging Apple users to get rid of a Java application. Since then I have issues accessing some of my regular websites. I need Java Runtime Environment for it, but cannot find it anywhere on the Internet. Where can I find Java Runtime Environment that actually works on Apple Mac OS 10.6.8?

I've seen that link, downloaded the update, but it doesn't do anything: I cannot find it on my hard drive and I don't know whether it is enabled of not. Meanwhile the problem I had with these websites are still there.
So, after downloading the update, what should I do? (Please bear in mind I am not good with computers)
Did you install it? If so, then check Java Preferences in the Utilities folder.
I downloaded it. Is that the same as installing? And what should I see in the Java Preferences in Utilities folder? This is what I see:
That shows you have Java already installed.
But it doesn't work the way it did (or how it should work). So there must be something I'm doing wrong. Java Mibbit client (or whatever it is called) functions as normal, it's the Runtime Environment thing that doesn't work anymore. How can I make it work again? Is it possible it has to do something with this security alert going out last week?
Note that Oracle is now releasing JDK updates for OS X directly. Therefore, it is now possible to get Java SE 7u4 for OS X:

Java SE 6 is still only available via Software Update.
If I download this, is there anything else I should do to get it installed?
And what should I do with the two java things (see image above) that apparently are installed?
Please bear in mind I'm not looking for a programme to start programming or building applications myself. I simply want to have a java application intalled so I can do the same things as I did before. And apparently I need Java Runtime Environment for that.
Run the installer.
Then you can drag the various versions of Java into whatever order you prefer, or uncheck any you don't want used at all.
As for your JRE question above, the last Apple Java update disables Java Applets and Webstart Applications by default to prevent the Flashback exploit from working. There should be a checkbox to enable that in the Java Preferences application. It's under the general tab in 10.7, but I haven't used 10.6 in so long I don't remember if it should be there or somewhere else. It doesn't seem to be there in your screenshot...
Of course, I'm assuming the "things you could do before" involved Java applets on the internet. I don't recommend re-enabling this functionality, by the way. However, it is your risk and your choice.
Java application bundles and anything run from an IDE or the command line should still sork as expected.

What isn't working anymore is a chat programme within a forum website. I contacted the forum admin about it, and they told me I just needed to download Java Runtime Environment. I think I've done so (see image above) but that particular chat programme still doesn't work.

When you accept the Oracle license agreement and click the download link, you will download a file named jdk-7u4-macosx-x64.dmg.
That file is a disk image; when you double-click it to open it, it will mount a disk named "Oracle JDK 1.7.0_04" and open a finder window showing the contents. The contents are a file named "JDK 7 Update 04.pkg" This is the package installer.
When you double-click the installer file, it will open the Installer application and run you through the steps necessary to install the update. This will include asking for your admin password, as it wants to install files to /Library.
Once the installer finishes, JDK 7u4 is installed on your system.

I have read that it's only available for OS X 10.7 and above. Do you have information that Snow Leopard users have been able to install it?

You are correct that what you have installed includes Java Runtime Environment. I have seen a couple of users report similar problems after running the update, but there was no resolution in either case. I know that the Lion update disables the automatic execution of Java applets and gives instructions for re-enabling it in the Java Preferences, but that's not available to you and my impression was that it should not happen to SL users in any case, but it would seem that something is wrong. It could still be an incompatibility with the chat app.
