I have re-read everything and can not figure out why when I try to make a person's name a bookmark in Pages, the plus sign remains greyed out. I have tried making the hyperlink both before and after the bookmark, yet I can still not make the bookmark.
Any pointer great appreciated.

Please, don't use only capital letters. It is considered shouting.
If you go to your Pages Help menu you can click on Pages User Guide which is downloadable. It will explain how Pages works. Reading chapter 1 would straighten out the nomenclature. I myself bought the book "The Missing Manual for iWork". It helped a lot to overcome the learning curve for Pages.

You said "No". You did not say you did not know what was a floating text box.
I went on to explain that what you are trying to do is only possible in the main text body of Word Processing documents.
I have worked with you at some length on a number of issues. It has been clear that you have a very fixed idea of Pages being, or should be, some other application and having features which you mistakenly believe are in those applications, which they are not.
Unless you are prepared to listen and take some steps to learning Pages you are going to struggle. And make me spend a lot of time going in circles.
