Icloud is set up as per intructions ( http://support.apple.com/kb/PH2644?viewlocale=en_US ). I'm in Paris. On my mac, date and time are automatically set from the Europe server, Time zone set automatically.
It is 8:56am here, the email is stating the sound was played at 11:56pm (which is PST). So no, it hasn't been fixed yet. It's pretty silly, really. Wasn't there was a similar problem with IOS 4 that they did fix in IOS 5 with the calendars?
