How to activate hotspot in iphone 4S. I am using BSNL Network in India
iPhone 4S, iOS 5.1
Is it a supported cellular provider? Does it provided tethering as an option?

If your cell carrier does not know how to enable it, then likely they do not support it.
I use personal hotspot in ios 6 with same carrier and its support hotspot as well. its working fine.

Look for Personal Hotspot button. Under Settings > Cellular.
You need to turn Cellular Data on to have access to it.

Yes. It only works with cell carriers that support it.
I did not see BSNL on the list of carriers that support it.
He is on non-supported carrier.
Many non-supported carriers do support Personal Hotspots. They know but can't help you with your iPhone/phone settings as they do not sell any mobiles handsets. You buy one from the market and all you need to buy one of the plans. Their sim comes along with it. As such you are on your own.

he told that he didn't changes in setting.
hotspot working fine in my IOS 6 but when i update IOS 7 (latest) then error is start.
As already said, BSNL Customer-care will know about their plans but may not be able to tell about your Handset settings. Moreover, they are not concerned about iOS 6 or iOS 7.
BSNL rep told OP that they haven't changed any settings. I don't blame them.
Now, it is for OP for explore his iPhone. Perhaps OP is not able to do so. Hence, my pointer above to him.
