Streamclip Settings for Apple 3?
Has anyone used Streamclip to make files for their Apple TV 3?
If so, I am curious to what settings you used as I can't find any.
Thanks!

2) You can export the source M2TS capture file (either 720p60 or 1080i60) using Handbrake and convert the file to an TV3 compatible file (720p30, 720p24, 1080p30 or 1080p24) st the same time, edit in MPEG Streamclip, and save the edited content using the "Save As..." option which does not recompress the data further.
This seems to be my method of choice! It works great. Just wish it would be ok if I want to export for another device later, make a bluray or edit it later on. But this way seems to work for my AppleTV great!
How many frames should I go in on the black before and after commercials so that it looks like a smooth transaction?

This normally depends of your final playback frame rate and your personal desire for the transition duration. I usually like a fade through back transition of about one second so the total number of frames would be equal to frame rate with half the frames coming from each end of the commercial where possible. If not possible, then I would shoot for an unequal division of frames from each end of the commercial but still having a total equal to the playback frame rate. However, you may run into some cases where this may not be possible and you will either have to take what you can get or, if you are a perfectionist, use a "slug" to make up the additional frames—but this complicates the work flow to some degree since you will have to make intermediate saves and trims in MPEG Streamclip and then "assemble" the finished product.
