How to increase kern.maxproc at reboot

I've already have sysctl.conf configured. But I'm not getting a higher kern.maxproc number. Does anybody know what the problem?

~$ cat /etc/sysctl.conf

kern.maxproc=4096

kern.maxprocperuid=4096

~$ sysctl -a|grep kern.maxproc

kern.maxproc = 532

kern.maxprocperuid = 4096

kern.maxproc: 532

kern.maxprocperuid: 4096

MacBook Pro, Mac OS X (10.6.7)
