If they are mov / mp4 / m4v files, just drag them into the Movies tab of your desktop iTunes and enable movie synching to your iPad when it's connected, from the Movies tab under your iPad's view.
If they're in another format, you need to remux, transcode or use third-party players.

iPad supports playing MP4, MOV, M4V videos, yes, but for iPad 1 and iPad 2, the better video encoder is h.264, and up to 720p (1280*720) resolution, if using MPEG-4 encoder, up to 640*480 resolution.
for the new iPad 3, use H.264, up to 1080p MP4, MOV, M4V formatted video, and
so, if your videos are these formats file, you can drag your videos to iTunes now, then sync them to your iPad.

Theoretically, yes. In practice, however, you can safely put 1080p content even on your iPad 1 and 2. That is, you don't need to re-encode them at all.
With the iPad 1 (or the iPad 2 running pre-iOS 5 versions), iTunes won't be able to synch 1080p MOV files to the iPad, not even with the Level-downgrading trick (see http://www.iphonelife.com/blog/87/making-stock-videos-application-play-every-mp4 -files-possible for more info). There, you'll need to use iTunes File Sharing to transfer the files to third-party video player apps like GoodPlayer or AVPlayerHD that support hardware playback. Most of them do support HW playback; if you're unsure about the non-GoodPlayer / non-AVPlayerHD one you'd like to use, feel free to ask me, I'll answer. (I've tested ALL the multimedia players for iOS so I'll be able to answer.)
