Then you must not have a 15" or 17" MacBook Pro, those are the only one's that also have a dedicated graphics card in addition to the CPU graphics on the Intel processors.
With Better Battery Life, the Mac will use the less power using CPU graphics and switch to the more power draining dedicated graphics as needed.
With Higher Performance, the Mac will not use the less power using CPU graphics, but use the more power draining dedicated graphics all the time, even for the uses the CPU could handle.
There is no "more performance" with the Higher Performance option checked, it's really a "Energy Saver" option.
If you don't have a dedicated graphics in addition to your CPU graphics, then you don't see that option as it's irrelevant to display it.
