appleid.com is not valid and I believe was a password phishing site. I'm reporting you to Apple for trying to steal passwords. Why would you put that on an apple support forum? Also, your writing is a mess. I mean a big blog of horrifying inefficiency.
Okay, this is what worked for me. Maybe it will work for other people, maybe not.
I couldn't, no matter what I did get the "reset your security questions" prompt when I logged in. My apple id was one that I created ages ago for iTunes and it was chris@mydomain.com.
HOWEVER, that's not the account I set up in my iPod touch for the store and use for App Store purchases on my iMac. For that, I had created a new account using an about.me address I had that I wasn't using. This was because several years ago my old iTunes store account got hacked and someone purchased $400 worth of iTunes gift cards and my payment method was set up to use PayPal (which then led to a dispute with PayPal about not supporting "buyer remorse" but that's another issue entirely).
I kept logging into my chris@mydomain.com app store account and kept getting foiled by the lack of the reset your questions prompt. I then had the BRILLIANT idea of trying this in the App Store and I got the prompt to answer my security questions but no security questions appeared (seriously).
I logged into my new account and magically I got the reset security questions prompt (which I'm pretty sure I never set in the first place).
So, one fix would be to set up a new account, but obviously this isn't worthwhile if you've made purchases on that account. There's some sort of line in the sand between new accounts and old accounts and I'm guessing to fix an old account you'll have to actually talk to someone at Apple. On the flipside, if you don't have any purchases on that account and can switch easily OR, like me, you have two accounts and only one that you actually use (and that's not the one you're trying to log into on appleid.apple.com), then try the other account.
Yeah, that will be helpful to, like, 3 people. I hope you appreciate it, oh 3 people who find this and have the exact same issue as me. I'm going to go reset my questions now.
Sorry "Colinfrommilton" the exact URL address as copied is https://appleid.apple.com/cgi-bin/WebObjects/MyAppleId.woa/. I usually get there by searching "apple id" in google. Thanks for your clarification and your pro-active approach - what a pity your "genius" wasn't used to help, rather than just as a futile attempt to display just how good YOU really think you are. I posted to try and help people as this worked for me and again I am so sorry if this went over your head. Imagine if intellectual giants such as yourself made an attempt to do the same, perhaps these problems would be fixed easily without pages and pages of people looking for assistance. I give you sir, colinfrommilton, a giant "L" and I apologise profusely for making an attempt to help people. Hey, at the end of the day, my accounts are fixed!! 😁 Oh and Colin, mate, get a life champ.
I don't know what English teacher is responsible for the disaster that is "The Alberto" but please, make the following your new mantra: "Less is more."
I had the same problem--what I did was to change my Apple password to comply with the newer, stronger type of password that Apple is requiring (8 characters, numbers, caps, symbols). Then I was able to change my account settings--including the security questions, which allowd me to make purchases in the App store, etc.
it's "appleid.apple.com"
-- sorry, old news

My apple id is locked because of not remembering the security questions I set for 1 yr ago. I find how to reset questions online, but it is not helpful as I can't find any reset link under security questions box! Pls, how can i fix it?
I have the same problem too. I wonder why Apple relies on other people to take care of this issue and they dont reply to the people with this problem.
step three is not visible!
I recently tried emailing itunes store support, and this is the email I got back:
Stacy here again from iTunes Store & Mac App Store Support. Thank you for replying with the requested information.
Currently we are still unable to reset security questions. I have verified your information matches what is listed on your account and as soon as I hear word from Apple about the ability to reset security questions, I will continue working on your case.
To ensure your issue gets resolved, I have held onto your case and will continue to do so for the duration of this issue. If you have any questions or concerns, please let me know by replying directly to this email.
Thank you for your patience in this matter and I will keep you updated as information becomes available. Have a wonderful day
And a second email after I asked if there was any other way to reset it:
Unfortunately, there is nothing that we can do about this issue right now. At this time, I do not have an expected time for this issue to be resolved. This issue is affecting many customers worldwide so we are trying to get it dealt with as quickly as possible. I am keeping your case in my inbox so that as soon as I hear anything, I will let you know. Also, if you have any inquiries, they will come directly to me.
I wish I had more to tell you at this time but for now all we can do is wait until the engineering department has a resolution. I want to thank you for your patience in this matter and wish you a wonderful day
Which is why I'm assuming the "reset your security questions" link is not shown anymore under the questions prompt.
