I have lost my iphone but had sync and backed up my contacts etc to my pc thru itunes. Am I able to retrieve my contact list from my pc without an iphone?

Yes, it's simple. But it will only work if you first enabled iCloud contact sync on your phone. It is off by default.

download "Fetch My Contacts" app. gives you access to all of your contacts from any device through their website fetchmycontacts.com
your contacts may be synced to iCloud in which case you can view them without the need for an extractor.
Try going to iCloud.com and signing in then clicking contacts
