Basically, I have been getting these random pop ups on my safari or anything internet related. It says you are a lucky winner etc.. from the website http://mobilewinner.org. How do I get rid of it? It pops up frequently!!
iPhone 4S, iOS 5.1.1
Did you check Settings > Safari > Block Pop-ups is ON?
Also tap Clear History and Clear Cookies and Data?
i am having exactly the same problem.
i have tried clear history, cookies and data
dont know if any else is having this problem but when i turn accept cookies to never the problem does not occur however as soon as i turn to from visited it happens again.
i also only get the problem when reading forums
Popup javascript is different on all sites. Some sites can override browser popup blockers. Just going to have to block everything or deal with it. Make sure that your Settings > Safari > Block Pop-ups is ON.
I was having troubles with popups even with Safari set to block them until I installed GlimmerBlocker. That got rid of them.

This makes no difference the only way i can get the pop up to stop appearing is if i set accept cookies to never, then the pop up does not appear as soon as i change back to from visited to keep my login info stored the popup re appears
This same problem is happening on my website. We use vBulletin and visitors are being redirected to this spammy mobilewinner site. I have not experienced the problem first hand, but it is annoying that certain visitors are not able to use my site.
You can probably turn of Javascript and see if it does fix the issue but I wouldn't know if there are Java applications needed on the site either. 
I contacted the advertising agency (Smowtion) servicing my website. They instructed me to block the offending URLs in my dashboard. Not sure that this will help anyone else, but I'm hoping this resolves the problem for visitors to my site.

Um. How exactly do you block a url on an iphone? Without an app?
I have just had this happen on my iPhone. Turning on the pop-up blocker (Settings-->Safari-->Block Pop Ups) didn't immediately solve the problem.
Doing so and THEN restarting the phone I can now use safari without issue. I have not tried disabling Block Pop Ups yet...I think I'm going to enjoy not being worried for a few minutes.
OK. I also closed Safari by double clicking the home button twice...holding Safari until the "--" appeared, and ending the application.
Went back to Settings-->Safari-->Block Pop Ups and turned Block Pop Ups OFF...and no problems.
