You can call Apple at 1-800-MY-APPLE and all I had to do was log into my apple account on my computer and tell the lady behind the phone the serial number to my device, and what my name was and she changed them for me in less than ten minutes. Hope this helps.
hey i found away to buy past it, if your have your itunes on your computer you can buy stuff with out having to deal with this problem
I have to enter my security question to reset the security questions I CANT REMEMBER. Apple is such a joke.
See if you can read my post three above yours

How do I change my security question
If you can't remember your answers, then from a few posts up :
If you have a rescue email address on your account then you can use that to reset them :http://support.apple.com/kb/HT5312
If you don't have a rescue email address then you will need to contact iTunes Support / Apple in your country to get the questions reset : http://support.apple.com/kb/HT5699

Note:
You can only set up and/or change a Rescue Email Before you forget the questions/answers
so stupid WE NEED TO PUT IN OUR SECURITY ANSWERS
This is ridiculous!! I'm now logged out of apple for 8 hours because I had too many failed attempts! I never had to remember these answers because I haven't bought music or movies in a long time. I'm seriously frustrated and annoyed with the App Store. I just want to buy some **** music!!
What if i dont want to call them???
I logged on to Apple ID clicked on password and security to change my security questions but it wants my old ones which I forgot first! Now I have to go onto my iPod to buy anything so it means I can't get rid of it! Apple needs to fix this security question problem. If ANYONE knew their answers why would they contact apple for help on trying to change them!?
If you had put a rescue email address on your account then you would have a reset link on that Password & Security screen. As you aren't getting the reset link then you haven't done that and you will need to contact Support to get them reset : http://support.apple.com/kb/HT5699
When they've been reset you can then add a rescue email address to your account in case you need to use it in the future
