The MacBook Pro models made in 2011 and 2012 support 16GB RAM.

Apple rarely updates their documentation, and their documentation usually reflects what was available when the model was released.

You need to go to websites like everymac.com and OWC and read articles where they have tested and determined actual max vs Apple specifications. Sometimes specific Macs are fussy, sometimes not. With the 2011 models, I think they will take both 1333 MHz and 1600 MHz! OWC say that 2011 MacBook Pro's can support 1600MHz

I found that out accidentally, I had a 4GB stick and 8GB stick that I put in a MBP 2012 model, individually each ran at 1600 MHz, but together the Mac would down clock them to 1333MHz; I wasn't aware that the MBP 2012 could even do that! After many months I saw a 16GB kit on sale so I put that in. Just recently I decided to put the 12GB of mis-matched ram into an early 2011 MBP, and was I surprised when the system reported they were 1600MHz! Go figure!

I would advise buying memory from someone that allows you to return them if they don't work in your Mac.
