Laptop, File access while traveling with my IPad3

I have an iPad 3 and use the "fileExplorer" app to access my laptop files over my WiFi at home. I want to do this when I travel, but can't get it to work. My laptop does have a static IP address. Please help, thanks

It sounds like it should, but i've never tried any sort of remote access. But if it works when you're on your home network but not outside of it then it makes sense to me to be a security issue. Presuming you're at home and not away, you might look at the security settings of the file access program. If it is a firewall or such, you'll just need to tell your computer that the contact is okay.
