When my cursor moves to an edge of a spreadsheet that has additional content
not visible in the window the window automatically scrolls in that direction.
Also if a part of a cell is visible putting the cursor in that cell automatically
scrolls that cell to become fully visible.
This is very irritating.
I’ve left feedback.
Does anyone know how to disable this?

I am not aware Numbers has this "feature". The only panning feature I know of comes from the OS and can be controlled by zooming in using the Universal access.
Universal Access can be found in System Preferences (menu item " > System Preferences"):

Yes I use Zoom.
It requires a key press to work.
I’m thinking a third party application is causing this?
Has anyone else observed this in Numbers?

Number does not pan. Turn off zoom and confirm the panning stop. If it does then zoom is the problem NOT Numbers.
Turned Zoom off and panning continues.
Logged into a testing user account and there is no panning.
Now I’m trying to track down the 3rd party SW that is causing it.
