My iPad was lost. I don't believe the find my iPad app was on. It was set up solely for my son to play with and I believe the email acct was deleted on it. I have the serial number and would love to know if there is anyway I can find out if someone else is using it. Any help or suggestions are appreciated!

No. You need possession of the iPad of enable Find my iPad. And if you didn't turn on Find my iPad there is no way to track it. In order for you not to have it, you would have had to select "Don't Use Find my iPad" when setting up the iPad and asked if you want to use it.
