How to turn off VoiceOver?

The VoiceOver is turned on and I can't turn it off. I tried to triple-click home to turn it off but it does not work. At first I could not select settings. It tells me what it is and to double click it to open it but it does not open. Finally, I'm in settings now and when I select general it does not give me to topics to turn it off. Any suggestions to resolve my problem?

Hold down home button fro Sir. Say turn voice over off.

I'm sure carolj.fromno has turned off voiceover in the 5 years since posting.
