Is new IPad Carrier Locked ??

Hi I'm from Bangladesh. My cousin is bringing an Ipad 3 for me next week.. So Should I choose Wi fi or Wi fi + Cellular ?? If the new Ipad 3 is Carrier Locked ?? Please Answer me quickly so that I can Tell him to bring the right one.

NB: No LTE in Bangladesh & 3g Will be available after 3 months.

My operator use GSM network.
