My "find my phone" application is not working. Could the thief have turned location services off without the phone requiring a password to turn off location services? For security purposes, iphone should require your password before the phone will turn off location services. If it does not, then the iphone is not as awsome as I thought it was.

Remember, Find My Phone is not marketed as a theft deterrent system or designed as such. It was designed to "help" locate a lost iPhone, not a stolen iPhone.
Restrictions can prevent one from turning off Find My iPhone. And that can include a passcode to prevent turning off restrictions.
