.. when I'm trying to open the app.
I've searched for a solution to this and found: "remove the GarageBand preferences file"
But there IS no preferences file.
I tried deleting every file with 'Garageband' on my computer.
(Mac Pro 10.6.8) and reinstaling several times - with no luck.
I'm running out of ideas..
Any help would be highly appreciated.

If GarageBand ever has been running, then the preference file is in your User Library.
Your Home Folder > Library > Preferences > com.apple.garageband.plist
- I've never had it up and running - it installs from the App Store - I hit the Icon - it starts and finishes the download, asks if GB can make changes - I write my password and say yes - nothing happens - after some time I click the GB icon - the download process starts again..
I've looked in the preferences folder ten times - it's not in there?

Are you sure you are looking at your "User Library" and not at the "System Library"? Your screenshot looks exactly like my System Library.
To open your User library open your "Home" folder, then the "Library" folder, then the "Preferences" folder, then look for "com.apple.garageband.plist"

I draged the "com.apple.garageband.plist" to the desktop and clicked the GB icon - it started up fine - I then quit GB, trashed the "com.apple.garageband.plist" file and started GB back up again without any problems.
I'm not sure the first move is needed - but everything works fine now.
