At the top right of the Album selection screen there should be an Edit button which will allow you to create new photo albums. That will allow you to copy the photos that you have in the app into those new albums, but you can't then delete the original photos from the app - effectively you are just creating pointers to those photos, so if you delete the original photo you will also be deleting all pointers to it.


Or you can do your photo organisation on your computer and sync different folders to the iPad, and each folder will get its own album on the iPad. You would need to sync all the photos that you want on the iPad together in one go, as not including them in the next sync is how you delete them from the iPad (they can't be deleted directly on the iPad). The folder/album also only works to one level, so you can't have sub-folders and sub-albums

Go into the top level Photos Album, tap the edit button in the top right corner, (rectangle with an arrow coming out of it), tap the pictures you want to put into a new album, tap the Add To.... button which will highlight after you select a picture or pictures, tap the Add to New Album button that will appear. A New Album dialogue box will appear, type the name you want to give to the new album, tap save.


This will add a new album to the Albums tab in the main photos / camera roll album. Tap the Albums button and you will see the albums you have on your iPad. All photos stay in the Camera Roll album and King_Penguin is correct that iOS creates a pointer in the new album back to the original picture it doesn't create a copy of the picture or move the picture into the new folder and out of the Camera Roll album.


If you need more control there are a number of Photo Organization apps in the app store. My favorite is Photo Manager Pro.
