You did not ask about connection speed. The USB implementation on the iPad is USB 2.0.

I would assume it does have a USB 3.0 chipset since it's only 3 months older than the new MacBooks. Perhaps it's just disabled.
It depends on what you want to USB port to do for you. If you are hoping you can charge your iPad via computer using a USB 3.0 port on a computer, that will work, whereas on most computers USB 2.0 does not output enough power to charge iPad. If you are asking about transferring data back and forth, such as files, then no, USB 3.0 is no more effective than any other USB. So, what is it you are hoping to do when you connect your iPad to a USB 3.0 port?

That's true, but you didn't answer my question. What are you hoping to accomplish? USB 3.0 should be able to charge your iPad, but what else were you hoping for?
If you are asking if you can use the iPad with the new MacBook via the USB 3.0 port, I would certainly hope so. The 3.0 is the connection speed and going backward shouldn't be a problem. If the iPad required a 3.0 USB port and your Mac only had the 2.0 USB ports, then I think that would be a problem.

As Allen said, not likely, but what is this important to you to begin with? Even using a standard USB port, iPad backs up, transfer music and photos from iTunes very quickly. What else to you need it to do? Maybe if you got more specific about what it is you're really asking, someone can give you a definitive answer.
USB 3 theoretical speed does not translate to real world speed.
It's nowhere near that, More like 36mbps when reading an ssd.
