Can I dial my iphone from my windows PC?

I am currently using a PC and would like to to have a way to cut-paste a phone number into a field which will then dial that number using my iPhone. I have phone numbers in Outlook, our CRM program and of course on webpages that I woulld like to call...ideas?

iPhone 4, iOS 5.1.1, Using Windows PC

Happyfingers has a nice PC interface, you can sync your contacts from your iPhone, look them up easily and dial with a click. Www.happyfingersapp.com it does group messages as well.
