I am in the US and I just now reset the Security questions by calling Applecare.
Go to https://getsupport.apple.com, click on box "More Products & Services", click on box "Apple ID".
Click on "iTunes Store, App Store or Mac App Store", Click on "Forgotten Apple ID security questions". This will lead to a box that says "Use My Apple ID to manage security questions" and a Continue Button.
Click on Continue Button. The next screen has box "Schedule a Call". Click on that. The next screen has date and time slots available. Choose one and click continue. In the next page enter the information (Name,Email, Ph, Apple ID) and Continue.
An Applecare Rep will call in the alloted time. I was called back in 5 minutes.
The Rep will ask you to go to "https://id.apple.com" which redirects to "https://appleid.apple.com". You sign in with Apple ID/Password. You can then see "Password and Security" on the left. The Apple care rep asked me to click the "Temporary Support Pin" at the bottom and read out the PIN to her. She then generated a "Alphs Numeric String" that showed up on my Mac and Iphone. I had to read that out to her.
She then reset my Security questions. I was asked to logout and log back in and found the same screen with options to choose new security questions. There is also an option to add a "Rescue Email" address to reset the questions in the future without calling Applecare.
It took 5 mins to get this done. Hope this helps.
