Ive downloaded an iblacklist app, and it doesnt work, Ive had a refund. I really desperately need to block a number, and I dont want to have to change my own mobile number. Can anyone help me?

True call blocking can ONLY happen at the carrier level. Contact your carrier and see if they offer this service.
Having just looked at the reviews for this app, they look pretty bad and most claim it doesn't work. I would contact the developer to ask for a refund. To get a number blocked you would need to contact your carrier to see if they offer that service, depending on where you are and who your carrier is will depend on whether they offer this service.
Im with the 3 network, and they said it would be impossible to block at carrier level. and that I would have to contact apple to see if they can retify the iBlacklist software and block through that. Can anyone offer me any help?
Sorry. You were told incorrectly. They may not offer that service, which is possible. iBlacklist is NOT an Apple product.
True call blocking can NOT happen on the phone. The best an app (or you) could do would be to download a silent ringtone and assign it to the caller you want to ignore along with a custom vibration pattern of none. Your phone will not ring audibly or vibrate when that person calls. They will be directed to your voice mail.
Apple doesn't allow apps to get to the iOS level required to block calls.
The app seems to be fake. This is what the website says:
