I want to unlock my iphone locked probably on uk "3"
I have locked iPhone 4 on UK provider it's probably "3" how can I unlock it.
Or I am wrong tell me how to see on which provider it's locked

Only the Carrier the phone is Locked to can Unlock it... You need to contact the Carrier.

You could call Apple care in your country and they may tell you which carrier
holds the lock .(They are under no obligation but many have got the information this way )
