Why when i delete a file from an external drive the file bypass the trash can an gets deleted ?

I've searched the web on this issue and now accept that macjack is right; this behavior is by design. I have not found any way to change this behavior. My setup is slighly different though...
I have an external drive connected to my Mac Mini running Mountain Lion (not just shared off an airport) and share it out to users on my network. That shared external dirve is where we all keep our files so we can access them from any machine on the network.
My question is this: If I upgrade that Mac Mini to OS X Mountain Lion SERVER, will that give me an option to change that "deleted imediately" behavior?
