Connect the iPod to your computer and try to make a backup. See:

If you can make a backup

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

I've tried the advice and have successfully put in Recovery Mode. However, still no luck restoring. I've also tried putting into DFU mode but can't tell if I was successful in doing so. I continue to get the same error message about needing the password to continue.

Do I have to wait until the device is no longer disabled?
