Try this and see if it helps.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
If the reset doesn't help, it'll be a cracked screen. (Nevertheless, you may want to post a shot of it so that we can say for sure whether it's a cracked LCD - even a low-quality will do.)
I tried but doesn't help......
Can you make a photo of the screen? It doens't need to be a quality one.
When do you see this? If its happening every time you scroll down, just clear cookies and it should resolve your issue :)
