After few hours of frustration and not believing Apple didn't think of a reasonable way to recover your backup on Icloud

Restore the backup of your 4s to your 5s. That will included camera roll photos and videos, apps and app data, text messages, settings, etc.
Photo stream photos only remain in iCloud for 30 days. When you reconnect to photo stream you will only get back photos from the last 30 days as older ones are no longer in iCloud. Also, photo stream photos are not backed up (only camera roll photos).
Photo stream photos aren't on icloud.com. If you want to view them on your computer you have to sign into your iCloud account and enable photo stream. If you haven't set up iCloud on your computer, this explains how: http://www.apple.com/icloud/setup/.
Thanks ezjules! Worked perfectly. I had backed up all of my photos on my macbook before upgrading from 4s to 5s, even though I have iCloud storage/backup. I was still bummed over what I thought was missing photos on my iCloud storage, though. But your solution worked. I ended up restarting my phone, but after that, I plugged it in to the wall, opened camera roll, and left it alone. All of my pics came back.

You sould regularly sync your photos from your iPhone camera roll to your computer and delete them from the Camera Roll. Don’t leave them in the Camera Roll

I think you can use iPhone Data Recovery, which is designed to recover data. The following steps will teach you how to retrieve photos from iCloud.

Step 4. Click "Camera Roll" on the left side of the window, and then preview the record. Choose what you want to recover. You will get back deleted photos after clicking "Recover".

if anybody still wants to know,
i ran into the same problem as you guys, (i noticed people gave 1000 answers and they were all wrong), i went into settings>iCloud>photos and noticed that iCloud photo library(beta) setting was toggled off(running IOS8.1.2 on iphone6). i turned the toggle on and there it said it, it was like music to my ears (in this case eyes) "uploading 366 pictures(from my old iPhone 5) into my new iPhone. Nice. good luck guys.
P.s. notice under iCloud photo library (Beta) it says
[Automatically upload and store your entire library in iCloud to access photos and videos from all your devices.] Pay mind to that if you are a private person. Go back and delete your pictures that are going to also be in your home Mac, macbook, iPad, iPod(if they share the same iCloud username.
BTW:This is a very long process, be patient.

did all your video's come back before your photos? this is what im finding!
my iPhone this morning was working fine then it just shut off and wouldn't turn on.. changed to another phone and I am trying your method out now!
How long did this take?
If you mean photos deleted from your camera roll, they are supposed to be included in your iCloud backup (although unfortunately not all users report success in get photos from iCloud). If you made a backup while these photos were still in your camera roll, you may get them back by restoring this backup to your phone. (Note, restoring a backup will revert all settings and data on your phone to those contained in the backup, not just photos.)

HI, Same problem here, I backed up my phone to iCloud and most of my photos became gray boxes after restoring to my new iphone6 OS8.4.
BUT
I tried to share all the gray boxes from the photos app , and voila , one by one the gray boxes be came photos and videos, again.
it seems sharing recovered all my lost photos from iCloud backup. sharing is a nice idea for recovery Apple
I HATE TO BE SO IGNORANT, BUT I'CANT FIND WHERE TO OPEN ICLOUD!! I KNOW THERE ARE PHOTOS THERE BECAUSE I SENT THEM THERE FROM BOTH MY MACBOOK PRO AND MY IPAD. BUT I CAN'T FIND WHERE TO SEE THEM!! I WENT TO ICLOUD DRIVE, BUT IT DOESN'T SEEN TO HAVE A WAY TO OPEN ICLOUD. SORRY FOR MY IGNORANCE.
