I restored my iPhone settings and when I chose to back up from iCloud, not all of my pictures were there. How do I retrieve my pictures from iCloud to put back on my phone?

My phone restarted and when it came back on I noticed my photos had gone. Not even half of them have come back after turning it off a few times; however, it says on settings I have 724 photos in iCloud but only a few are appearing on my photo album. How do I retrieve the rest of them from iCloud back into my camera roll??
Thank you ezyjules. After an initial restore from iCloud only 134 photos were there and some were grey thumb nails. I tried a lot of your "Did not Work" also. Finally after the latest iOS 10.3.1 update I did as you suggest, your 1), 2)b) and most importantly I think 3) and left it for 2 hours. When I returned 6762 photos and 76 videos were back!! Thank you again🙂
I am also trying to retrieve photos from my ICould to restore onto my Iphone5c... I saw where you helped others but could not find out exactly what you told them to do... could you reply back to me in detail how I need to get my photos?
