Well, no update on an existing phone can do that. It's a hardware issue.
I believe that Griffin make a FM radio that plugs into the iPhone and can be controlled through an app. But the latest reviews are not positive.
Be aware that FM reception on a phone can be very hit and miss......

I've been always wondering why isn't FM radio available on my iPhone. As I saw, the SoC has the FM module (receiver and even transmitter!), so I do not understand why Apple does not let people use the FM radio. Could you please implement in the next update???

Unfortuamtely Apple doesn't actively monitor those forums. If you want to make a suggestion you would be better off going on www.apple.com to leave a feedback.

modular, I too was looking for ability to tune to FM stations on my new iPhone (had a HTC that did have FM tuner). I appreciate you "matter of fact" tone, but I don't mind using the iPhone supplied ear buds that came with my phone. Apparently, in a pretty good number of other users, a true FM (non-data consuming) tuner on an iPhone is something many people would like to see, me included. As for sound quality, I doubt anyone could tell the difference between a song played on an FM station vs a streaming (data consuming) site. If the station desired is a talk radio station, sound quality would be even less of a factor; ie AM radio is still around for the reason alone.
+1 for the FM radio on iPhone, if it were for me.
I have a Nokia 701 which I would like to get rid of, but it still has some small edges over iPhone (for the use I make of, naturally). One of these is the FM Radio.
If I may, I would like to add the fact that I can use both radio and bluetooth simultaneously, so the matter is not in the technology.
With the radio too, iPhone would be the best all-around device on the market.
Two new iPhones. Still no FM radio. I'm thinking Apple's trying to tell you something.....
