Just saw this and how frustrating. Seems like Im not the only one:
I have a Verizon iPad 3rd Gen. How on earth do I get it to work in Canada on Rogers or Telus or Bell? Telus micro sim starter kit does'nt work yet telus claimed it would. ROgers tells me I need to unlock it before it will work????? I thought the whole idea of having an ipad was being able to take it anywhere, much like apple advertises.

Just have Verizon set you up with their international data plan. Yeah, it costs boo-coo money, but its very convenient. Besides, the economy can use the stimulation.
Alternatively, you can get a sim card as they suggest.

I walked into a Bell Aliant store and got a 3G SIM. It worked right away. I didn't try for a 4G SIM as the area in which I was staying didn't have any 4G coverage. The rates were pretty decent, too.
