Intel Processor Preference Pane

I recently purchased a Macbook Pro. When I first turned it on and looked at the preferences, there was an Intel CPU preference Pane. (Where you could turn off one core and see the load of the CPUs.

I had a problem with the migration of my user over and decided to re-install. I chose to re-install everything from the 2 disks that came with my laptop..

Now when I look at the preferences, I don't see the CPU PrefPane.. Any clue where I can get that?

Macbook Pro 2.16, Mac OS X (10.4.5)
